The Missiouri Compromise allowed for Missouri to enter the Union as a slave state, but it made created Maine as a free state and made for the rest of the Louisana Territory to be made free above the latitude of 36 31'. This would make for a balance in representation in the House of Representatives. It also revealed a large amount of tension between the North and South. Clay proposed a second compromise in 1821, which stated that Missouri could not make any laws that would discriminate against the citizens of the surrounding states. According to A People and a Nation Volume 1: to 1877,Missouri would go on to break this rule twice; making laws against free blacks.
