IMMOVABLE PROPERTY TAX
This tax, payable to the taxation authorities in Paphos, was scrapped after payment last year.   This tax is, therefore, no longer payable.

LOCAL IMMOVABLE PROPERTY TAX
This tax continues to be payable to Tala Council.  The tax this year will be based on the 2013 property valuation [which means that those who previously had not declared any build on their land so that they only paid tax based on the land value should no longer be able to avoid payment].   The rate applied to the 2013 valuation has been calculated so that the tax payable should be very similar to that paid in previous years for the majority of people.

If you have acquired your title deeds within the last 12 months so that this is the first time you have been due to pay the tax, please take your title deeds into the council office when you go to pay so that the staff can check the information against their records.

As previously, where the property is registered in joint names, the tax will be payable by both owners, with the total tax payable split between the owners equally.

Please note that the rate applied to the 2013 value will vary between areas, and councils and municipalities in that area.

This tax is payable once you have your title deeds.   Demand notices are not issued and it is the responsibility of every property owner to settle their accounts.   Please note that payment must be made before 18th December to avoid payment of a 25% penalty.  

RATES
The amount payable for rates for 2017 will be the same as last year.   Notices have recently been issued.  For 2017, the taxation bands will be as follows:

A – Community Tax/Rates:
1.Luxury Villas [300m or more with a pool]                                  €200- €500
2.Detached Houses                                                                          €170
3.Maisonettes, or houses over 2 sites on shared plot                      €120
4.Single room stone village house within the village                     €  50
5.Apartments                                                                                   €110
6.Pensioners with low income [less than €700 total per month*]  €  80
7.Underpriviledged families                                                           €  80
8.Land Plots/parcels.  Co-owners charged accordingly                 €  60
9.Owners of more than one piece of land                                      €100

 B – Refuse Collection/Cleaning Tax and Business Tax

*Anyone who falls into this category must prove their income to the satisfaction of the Council.   Original bank statements [for UK and Cypriot accounts] will be required, as will written confirmation from any pension providers.   Additional documentation may be required, depending on circumstances.  If you fall into this category, please submit your details in writing to the council office.

In addition to the above:
1.Large families are entitled to a 25% discount and families with 3 children 10% for both assessments providing no other category of deduction applies.  The reduction is subject to presentation of renewed large family cards or certificates relating to dependent children.  If no large family card is available, birth certificates of all dependent children must be presented.
2.Vacant homes and homes under construction are excluded from the refuse tax.  Houses uninhabited for some time will be judged individually.
3.For each additional vacant house to the main residence, an additional € 50 is payable if the taxpayer is taxed already for another house. (eg  an owner is taxed on the residence where he lives €170 tax for community services and € 100 refuse. If he has another house which remains vacant the owner  will pay another amount for community services  of € 50.)
4.Single adults who work and live with their parents € 50. Those who are unemployed or are students are excluded.
5. Long standing dormant companies will be taxed €50 for each apartment.

These taxes can be paid in instalments.   Please contact the Council Office before 18th December to discuss.

For those who have elected to pay by direct debit,  payment will be taken on or around the 20th October.  An exact date cannot be given as once the Council apply to the Banks, control is out of our hands.   At the time of writing this newsletter, Tala Council is still waiting for acceptance on the JCC Smart system, so unfortunately payment cannot yet be made online.

WATER
Transfer of the water from Leptos [for parts of Kamares] to Tala has not yet taken place.  Further information will be provided once the transfer date is agreed.

TALA CEMETERY
For some reason, there appears to be mis-information circulating again regarding the new Tala Cemetery.

Those who live in or own property in Tala, and have paid the Tala cemetery tax,  are eligible to purchase plots in the cemetery and to be buried there.   The rate for a single plot is €850, or €900 for a double two-tier plot.  Alternatively, a side-by-side double plot can be purchased at €1,700.  
Those who are not resident in Tala and/or who have not paid the cemetery tax would be classed as ‘non residents’ and the rate for a single plot for those in this category is currently €3,000.

RECYCLING COLLECTION FROM YOUR DOOR FOR TALA RESIDENTS
Those who have been away over the summer months may be unaware that there is now collection of recycling materials [cans, plastics and paper/cardboard] from your door on a Monday.   Collection will be from 7.30am onwards and recycling should be left in the appropriate containers [see below] either alongside your binhouse [not inside please!] or alongside your green refuse bin, or, if your complex has them, in the appropriate recycling bins [in which case the recycling can be placed into the bins loose].

1     -    PMD [plastics, metals and tetra pak containers] – in a transparent bag so contents are visible.  Please ensure that the items have been washed out.
2      -   Paper/card – in a transparent brown/black bag, or in a cardboard box [you can pick up a box from the Visteria Kiosk cardboard recycling bin, or Mack’s Pool & Home Maintenance], or wrapped in string

Suitable bags are available at the supermarkets.

If you wish to support Cans for Kids, there are suitable containers for these at either the Kamares Club or the UKCA Club.

Regarding Glass, there is no collection at your door and glass and bottles should please be placed in the appropriate glass recycling container at the following locations:

5  Next to the Football pitch

QUESTIONNAIRE RE COMMUNITY TRANSPORT
If you have not yet completed the questionnaire could you please do so as soon as possible and either email it to Cathi on toffee@primehome.com, drop it into the council office, or, if you are a Kamares resident, leave it in Box 19 at the Kamares Club.

As we have an ageing population, it is essential to obtain your views on the need for community transport and whether or how you would use this.

STREET LIGHTING
If the street light near to your property is not working, please phone the Electricity Board direct on 1800.  You will need the number from the metal disc on the pole as this has to be quoted, together with the street name.  The Electricity Board will also take your name and phone number so that they can phone you if they cannot find the fault when they come out.

Please allow up to 21 working days for repairs to be carried out - although most of the time the repair is carried out well within this time frame.

COMMUNITY/NEIGHBOURHOOD WATCH
Following on from the Police presentation, security information and any security updates can be found by going to the right hand corner ‘Categories’ and clicking on Security on www.talanews.blogspot.com.

Everyone is encouraged to sign up for the Neighbourhood Watch scheme.   This does not commit you to forming committees or patrols, but is an agreement to be the eyes and ears of the Police and report any suspicious activity or vehicles to them.   We have an undertaking from the Police to carry out regular vehicular patrols of the Tala area.   To maintain this service, as a community we need to show support to the Police and this can be done by signing up to the Neighbourhood Watch scheme.
To sign up you can either email your name, address, mobile number and email address to Cathi on toffee@primehome.com or call into the council office and provide this information to the staff there.  For the time being any security alerts will be by email.

On www.talanews.blogspot.com under Security there is a Get to Know Your Neighbour form.  This is available in English, Greek, Russian and Chinese.  If you are unable to print the form[s] from the blog, please email Cathi and she will send you the documents.   It is felt that by getting to know your neighbour, this will help make more people aware of the neighbourhood watch scheme, enable people to notice strangers in the area, or suspicious activity and thus reduce the number of thefts.   
There are also A5 stickers available for those who have signed up to the Neighbourhood Watch Scheme.  These can be obtained at Tala Council office at a cost of €1 for two stickers.   Proceeds will go to charity.

Suspicious activity should please be reported to the Police on 122.   Thereafter, it would be helpful if you could  let Cathi know what has happened by sending her a short email so she can liaise with the Police and/or alert the community if needed.


SIMPLE SECURITY STEPS YOU CAN TAKE
- The main targets of the burglars are cash and jewellery.   Please do not keep large amounts of cash on your property and, wherever possible, use a bank safe or install a heavy duty safe in your home, for valuables. 
  
-If the electric street light outside your home fails, please phone the Electricity Board direct on 1800 quoting the number from the plate attached to the pole and the street name.  

-There have been a number of thefts recently involving water – please bear in mind that once water has gone through your meter, whether due to theft or leakage, the cost falls on the owner of the property.  It is recommended, therefore, that a lock be fitted to your outside supply to prevent theft.   Wherever possible,  a weekly meter reading should be taken and retained as this will then highlight if there is a problem.



-Re electricity, there have been a couple of incidents where burglars have interrupted the electricity supply from the meter cupboard to see if an owner is at home.   You can purchase a padlock, to which only you and the Electricity Board will have keys,  from  the Electricity Board in Pafos.

Happy New Year to everybody – I wish everyone good health and happiness in 2016.

CEMETERY
As advised previously if you wish to pre-purchase a plot in the new cemetery, please contract Leonidas, the Council Engineer.   We have allocated a batch of plots specifically for pre-purchase and you will be advised your plot number at the time of payment.


TALA SQUARE
We were ready to start works on the pedestrianisation of the square but the Government have now advised that they should be able to provide the balance of the funding required to fully complete the project.  Rather than start works, we are holding back until the funds are through as all the plans, tender documents and the like have to be vetted by the District Office before funds are released.  All being well work will be underway before too much longer. 

COLLAPSING BUILDING AT THE ENTRANCE TO KAMARES
I am pleased to advise that the contractor has been taken to court by the District Office.  An order has been given for the structure to be demolished within 2 months [ie by the end of March] and the site cleared.  Should demolition not take place within this timeframe, then the matter will have to go back to court.   The development is privately owned and the legal procedure  has to follow due process.    

The road will, of course, have to be closed whilst the demolition and clearing process takes place and as much notice as possible will be given to residents affected.

The road running in front of the building will need some repairs but these will not be carried out until after the demolition/clearance has taken place.

Please note that the Engineers from the District Office are closely monitoring the building and are aware of everyone’s concerns. 

WATER – Supplies from Monastery and Armonia [ Leptos]
For those residents who obtain their water either from the Monastery or Leptos, from 1 January 2016, the Monastery and Leptos have been instructed by the Water Board to relinquish control to Tala Council.   Since 2004 it has been illegal for any private individuals or companies to supply water.  Both the Monastery and Leptos consider that they are entitled to compensation and they are in correspondence with the Government on this issue.

Tala have installed two meters, one for the supply to Monastery customers and the second for Leptos customers.  Tala Council will then invoice the Monastery and Leptos separately for the water used by their consumers.   Until matters are resolved, you will continue to receive bills relating to your own consumption from the Monastery and Leptos.
           
PAPHIAKOS ANIMAL WELFARE

Paphiakos will be opening up a charity shop in the premises formerly occupied by Anna as a supermarket imminently.  
A number of people have questioned why the council are allowing a charity shop in the square.  Please note that the Council has no control over private tenancies.

NEW BUILDING PLOTS OFF STEPHANIE AVENUE [formerly Olive Grove]
Please note that following construction of the roads, the Monastery has installed street lighting.  Now it has been tested, as a Council we have to apply to the Electricity Board to have the lights switched off as it is recognised that running the lights is a waste of money.   Before the Electricity Board will disconnect the lights, they have to have the approval of the Traffic Department.    We have applied and are now waiting for approval to be given.


EASYMEALS - NEW MEALS DELIVERY SERVICE FOR TALA & SURROUNDING AREAS
Starting 15th February a new meals delivery service will be available to the residents and visitors to Tala and it's surrounding areas. The new service from Easymeals will be home cooked using local fresh ingredients then frozen in individual portions ready to be stored in your freezer and reheated at your convenience. Offering frozen fresh meals will allow Easymeals to expand to a sizeable range of delicious, nutritious soups, mains and puddings.

You will be able to order as many meals/courses as you wish from the menu. The meals will be delivered to your door the following week ready to be popped in the freezer until you want to use them. Initially deliveries will be once a week from orders placed the previous week.
All you have to do is call Easymeals and they will take your details and your order from the menu below. Orders can be taken anytime from now up to Monday the 8th of February for delivery the following week on Monday the 15th.

The following is the launch menu with all items available for the first month. Each month the menu will be extended to include other items and eventually a luxury range.
Orders over €7 include free delivery. Otherwise delivery will be an extra €1.25

Other areas in Paphos may be subject to an additional charge depending on order quantity and travelling distance. This would be agreed prior to delivery.

IMMOVABLE PROPERTY TAX 2015  - Payable to the Tax Authorities in

 Just a reminder that this tax should be paid to the authorities by 30 November to qualify for the discounts. 
Payment can be made via Jccsmart,  at any Cypriot bank or direct at the tax office [although if you pay at 
the tax office you will not qualify for the additional 2.5% discount].

penalty.   Those who, through choice or necessity, have yet to have their house value included on their 
title deeds, only pay on the value of the land they hold title to.

If you have only acquired your title deeds this year, please take your title deeds into the Council office when 
you go to pay this tax.

CEMETERY
I can now advise that the cemetery is  available for use and plots will be at the price of €850, or €900 if a double plot [ie with deeper depth to cater for two bodies] is required.   As notified in the last newsletter, plots are available for pre-purchase at the price of €750, or €800 for a double plot.    Plots numbered 72-99 will be the first batch of plots released.   A plan of the cemetery is on www.talanews.blogspot.com under New Cemetery Plan, News.

The plot price for those who have not paid the cemetery tax, or for those who are non-Tala residents, will be €2,000.

TALA SQUARE
I recently had a meeting with the Minister of the Interior and raised the subject of EU funding for this mature [ie all permits obtained] project.  We are ready to start work on the first phase of the works [which will be funded by Tala Council as their share of the project cost] but I wish to ensure that the balance of the funding will be available so that the project can be concluded.   I have been promised a prompt response.

RECYCLING/GARDEN WASTE/FLY TIPPING
Due to the fly tipping which has taken place at the Stephanie recycling area, and following complaints from the owner of the plot adjacent to the bins, the recycling units have been moved in part to the car park at Tala Monastery Cats and the balance alongside the approach road to the Monastery.

Regarding those who continue to dump garden and other rubbish around the village, please note that the Council is now fining those caught.  If you see anyone fly tipping please advise their registration number and location of tipping to either the council office or to Cathi on toffee@primehome.com.  If possible a photograph of the vehicle and/or items dumped would be appreciated.

The Government operated site for garden waste recycling  [Green Point] is  now open at  Akoursos, in an old quarry on the left hand side of the road to Akoursos village.   No charge is made for using the site.  However, it is only open on the following days:
Monday                                   0800 – 1800
Wednesday                              0800-1800
Friday                                      0800-1800
Saturday                                  0900-1500
Tuesday, Thursday and Sunday           CLOSED

Options for garden waste:
1                    Branches, palm leaves and tree cuttings - Taken by the householder to the free site above or the new site mentioned under Item 6 below where a charge will be levied.
2                    Collection of up to 2 bags of garden waste [excluding branches, palm leaves and tree cuttings] by the refuse collectors.   Note, however, that priority will be given to household rubbish and garden waste may not always be taken if refuse levels are higher than usual.
3                    Purchase orange Tala Council bags at the Council office if heavy duty bags are needed.   They should then be left out for the refuse collectors who will remove up to 2 bags at a time, or taken to one of the private sites, or collection arranged by Andreas.  Any blue Tala Council bags which you already have should be disposed of in the same way.
4                    Take any bags to the private garden waste centre in Tala [Andreas] – a charge will be made of  €1 for the first bag, and €0.50 for each additional bag.  The site is open Tuesday 0900-1200, and Saturday 0900-1200 and 1400-1600].  However, if you phone Andreas beforehand, arrangements can be made to open up outside of these times, if required.
5                    Arrange for collection by the above private garden waste collector – the charge will depend on the volume/vehicle required.    
Please also bear in mind that the private garden waste collector will pick up domestic appliances free of charge.  There is a drop off fee for wooden furniture items, and home pick-up is offered for a supplementary charge.  

6  A new garden waste site has opened on the site of the former Tala Council site on the Kissonerga road, operated by NIPA Enterprises Ltd.  This is a processing and collection site for garden waste only and no home collection service is available.   This site will be open:
Monday – Friday                                              0800 to 1600
Saturday                                              0800 to 1200 and 1400 to 1600

VERMIN PROTECTION
Please note that the gentleman who looks after vermin protection for the Council, has recently installed more blue pipes around the village, many of these at ground level and therefore more visible.   The chemicals used are pet friendly. 

AMPHITHEATRE CAFE
Please note that the café has now moved to winter hours and will be open Tuesday to Sunday, 10am to 6pm.   The café is closed on a Monday .   They are serving teas and coffees, drinks and cocktails and light meals.  For any information please contact Penny on 99769719 or Robert on 99064355.  There are fantastic views from the café and some spectacular sunsets to be seen.

DOGS
Those of you who have dog licences are reminded that renewal of licences is now due and payment should be made at the council office.

Those who do not have licences are reminded of the need to have a medical book and licence for each dog that you own.  Each animal should also be chipped.     Further, please ensure that you pick up after your dog, do not allow any dog to roam off a lead, and ensure a nuisance is not created to your neighbours by barking dogs.

For those owners who have yet to chip their dogs and obtain a medical book, we have an offer from Paphiakos that they will come up to Tala and chip/provide the medical book for a very reasonable fee.   However, a minimum number of 5 dogs is needed to make a visit worthwhile.  If you wish to avail yourself of this service, please either call into the council office or email Cathi on toffee@primehome.com.  Your details will be taken and once there is sufficient interest, you will be informed when Paphiakos will be in Tala.

WATER
At my recent meeting with the Minister of the Interior, Mr Hasikos, the question of water supply was also raised.  By law, no private individual or company is allowed to supply water.   Tala Council expects to take over supply of the water from the Monastery and Leptos in Tala from around the 1st January 2016.   Negotiations are still underway and further information will be circulated once available.

MULTI-CULTURAL CENTRE
This topic was also raised with the Minister of the Interior.  The project is not yet mature as some permits are outstanding but the build will be submitted for funding in 2016.

COUNCIL ALLOWANCE
I have also raised my dissatisfaction with the Minister regarding the fact that the Government allowance for Tala during the last couple of years has been reduced from €115,000 to €80,000.   After anti-flooding works, minor asphalt repairs and the like, there is no margin for any other works to be carried out.     This reduction, coupled with the loss of building permit fees and the like, means that the income for Tala Council over the last 4 years, is around €500,000 per year less than it was.  Coupled with this, the Council is under pressure from the authorities and Troika to reduce costs.
